A website template is a pre-made design and layout for a website. It is not a website in itselt. It is only a visual/graphic representation that still needs to be worked on quite a bit to get it ready for inserting content and creating a website you can put on the internet.

The work that has to go into the design of a website can take many hours. And in any industry, time is money. Using web design template saves you money by shortening the actual design time for your website.

Try to ask someone what they want in a website and they can only describe it in words - maybe some can draw it. In the translation between someone's words and a designer's interpretation, there is a lot of room for error. "Oh I meant a different kind of blue...I meant oval not round... I meant vertical not horizontal." You get the picture, I hope. Every mockup design and iteration (set of changes) takes hours and hours until finally the customer is satisfied with the resulting design.
